678 Concar Drive (Passage) Mixed Use Development Update

On August 4, 2025, Brookfield Properties submitted the formal Planning Application for a new development at the 14.5-acre Concar Shopping Center site. The new project proposes to demolish all buildings on the site, except for the existing Trader Joe's building, and construct 847 new residential units and 3,100 square feet of new commercial retail space.
The proposed residential units include 139 townhouse units configured in three-story seven-plex buildings and 708 residential units in three, seven-story apartment style buildings. The project proposes 186 below market rate (BMR) units, representing 22% of the total number of units, affordable at a range of low and very low-income levels. The project proposes to preserve Trader Joe's and identifies the 3,100 square-foot retail space as a convenience store (7-Eleven).
