Community Updates

Four new developments under consideration by City staff are of special interest to D1 residents. I will share updates in future D1 Digests, but please sign up at the project websites for the latest information.



Hillsdale Reimagined Project


The Hillsdale Reimagined project (discussed in my February D1 Digest) continues to be reviewed by staff and a Neighborhood Zoom Meeting was held on April 29. This is a multi-decade project, but your input now is important to ensure the project meets community needs. 1 East 4th Avenue Project


The City has received a preliminary application for a new 14-story multi-use building at 1 E. 4th Avenue on the corner of El Camino Real. The project proposes:

  • Approximately 12,000 square feet of ground floor retail/restaurant space,

  • Approximately 108,000 square feet of office space (5 stories)

  • 236 for-rent units, including a total of 36 BMR units (15%) based on the County’s Average Median Income (AMI):

    • 18 units (devoted to the very-low income households

    • 18 units (devoted to the moderate income households

  • 171 below-grade parking spaces

  • On-site amenities including a movie theatre, golf simulator, private lounge, spa, and gym


This is only a preliminary application and there will be several opportunities for community input. But now is the best time for your opinions to influence everything from the design of the building to how it impacts traffic, parking and the well-being of Downtown San Mateo.

230 S. El Camino Real


This project includes a proposal to develop an existing vacant lot located on the corner of S. El Camino Real and W 3rd Ave. with a five-story mixed-use building consisting of commercial and residential uses. The proposed building consists of:

  • 28-unit residential condominium including 4 BMR units for moderate income households

  • 1,572 SF of commercial space at the ground level

  • 16 parking stalls at the ground level


Project Update

  • The current formal Planning Application (PA-2025-038) was submitted on May 1, 2025 and is currently under review.

  • This formal Planning Application follows submittal of an SB330 Preliminary Application (PA-2025-006) which was deemed complete as of April 9, 2025. The Housing Crisis Act (SB30) (Government Code Section 65941.1) is a state law allowing the project to secure development standards, fees, and regulations as they apply at the time of submission with the submittal of all required documents as outlined in the City’s SB330 checklist. More information on SB330 can be found in the Housing and Community Development (HCD) website.

220 W. 20th Avenue


The proposed project would demolish the existing 28,500-square-foot office building and redevelop the site with a new 7-story, multi-family rental development on a 1.54-acre portion of a larger 3.95-acre site. The new building would provide 230 residential units—including 23 units (15%) affordable to very low-income households—as well as resident-serving amenities and structured parking.


The project consists of:

  • 230 total rental units (including one-, two-, and three-bedroom units ranging from 591 to 1,387 square feet)

  • 23 affordable units for very low-income households (15% of the base density of 153 units)

  • 275 structured parking spaces (including one level below-grade)

  • Leasing office, fitness center, club room, and two rooftop decks

  • Landscaping and utility infrastructure improvements
